[Bug] Visit a friend

For the quest "Visit a friend", I visited even two friends their cities, but none of them show the ambassador you have to speak. Even abandoning and restarting this quest he doesn't show up.

I have done this quest already with my other capital city without problems.

|||After shutting down, restarting the game and a couple of times retrying this quest, finally I succeeded finding an ambassador.
